NOVA was contracted to perform initial due diligence work at the facility in the Fall of 2020. Following a review of pertinent environmental regulatory reports dating back to 1992, NOVA not only pieced together the historical significance of the property through Sanborn maps, aerial photographs, and city directory review, we were also able to put together a history of the environmental and regulatory compliance of the facility.
The Subject Property was listed on the Georgia Environmental Protection Division’s Hazardous Site Inventory (HSI) in October 1999 for a release of semi-volatile constituents to soils above applicable thresholds. Numerous assessments were performed between 1999 and 2017 to characterize soil and groundwater conditions and perform the appropriate corrective action required by the State of Georgia. In 2001, a Compliance Status Report was submitted to the EPD outlining nine (9) areas of contamination above regulatory thresholds on the Subject Property. Between 2001 and 2004, approximately 9,413 tons of contaminated soil was removed from the Subject Property. Most of this remediation work was performed on the unpaved areas surrounding the on-site structures.
In the northeastern portion of the Property, groundwater was identified as impacted with tetrachloroethene and trichloroethene. Between 1999 and 2008, numerous groundwater monitoring and injection events were performed on-site, to decrease contaminant levels in the site’s groundwater. Following additional soil and groundwater sampling by NOVA in previously uninvestigated areas of the site, the Subject Property was entered into the Georgia Brownfield program in January 2021.
As part of NOVA’s environmental contract with the City of Newnan, NOVA will be responsible for the oversight of asbestos abatement, supplemental subsurface assessment, the oversight of excavation and remediation, confirmation soil sampling during excavation, waste characterization and profiling, underground storage tank closure oversight, preparation of the Brownfield compliance status report, and environmental program management.
